The Alternative Community Corrections Program (ACCP) is an alternative to incarceration for non-violent offenders. The average state wide cost per day of incarceration is $60.84 and the average cost per day to supervise these same offenders on ACCP is $4.59. Thus the ACCP saved the state of Tennessee $4,311,563 for the 2006-2007 fiscal year. The Alternative Community Corrections Program is consistantly successful at helping non-violent felony offenders learn ways to become a productive member of society. The Moral Reconation Therapy (MRT) program teaches the clients a framework of moral discision making skills. The MRT Relapse Prevention Program teaches the warning signs of drug and alcohol relapse and teaches tools to combat these issues. There are also support groups and mentor programs where open-ended discussions arise on how to remain drug and alcohol free. The recidivism rate shows a 90% success rate for the ACCP.Community service work is also required from each offender. Community service is only one of a variety of alternative sentencing techniques designed to be more effective at reforming perpetrators, to reduce recidivism and to benefit society. In the fiscal year 2006-2007 there were 15,173.5 community service hours preformed by clients of ACCP. This equals $88,764 in wages (at $5.85 per hour) that nonprofit agencies in our area have saved. These community service hours were preformed in many nonprofit agenices including: the Apple Festival in Unicoi County, Historical Jonesborough Days, Toys for Tots and Tipton-Haynes Historical Site.
