Safe Passage is an emergency shelter serving approximately 150 domestic violence victims from Johnson City, Washington, and surrounding counties each year. The shelter provides a safe, secure and confidential haven for victims where they can learn about domestic violence and its affects on the family. A 24 hour hotline is available for domestic violence victims in need of crisis intervention.

• Client Population – Women, their children, and men who are in danger due to domestic violence.
• Client Services – Lodging for up to two weeks, transportation when needed, food and clothing as needed, liaison services between clients and JCPD, DHS, Housing Authority, School System, Health Department, physicians, and utility companies, etc. to establish new living arrangements, advocacy with legal services and court systems to gain orders of protection and other legal documents, on-site individual and group counseling, referrals to off premises counseling for individuals and families who do not need the protection of a shelter, information and referrals as needed.
• Community Services – Community Education, Information and Referral, Brochures & Handouts.
• Service Goals – To ensure domestic violence victims who are in danger are provided a safe, secure, and confidential haven. To help victims learn how to access benefits or community resources. To provide a place where victims can learn about the cycle of domestic violence and its effect on their lives. To ensure victims have more knowledge of their options. To provide information so victims can make clearer choices and decisions. To share skills that help victims cope with their situation.
• Referral Sources – Johnson City Police Department, Washington County Police Department, Johnson City Medical Center, individuals, and other community agencies.
• Funding Sources – OCJP Family Violence and VOCA funds, Johnson City Area United Way, FEMA, CDBG, & ESG with the City of Johnson City, local government contributions, donations, fundraisers, and volunteer service.
• Total Funding: $ 224,260.
